Council members to decide a COVID-19 policy book, a process to privatize alleys.

Willits City Council meets Wednesday at 6:30 PM.
This an in-person meeting, no remote participation.
To begin, the city will issue a proclamation in honor of Edith Recagno Keenan Ceccarelli, who is due to turn 115-years-old.
Expect a verbal update from Willits fire chief Bill Carter. These reports are informative and relevant to residents who live beyond city limits.
Meeting minutes for the last meeting, January 11, will be on the agenda for approval.
Policies & ordinances:
A new COVID-19 Prevention Plan is on the docket. The plan is good until 2026 if approved by the council.
It seems natural that organizations develop these plans to cover as many bases as possible.
In a draft of the policy, you can see that it sets the procedures for many aspects of dealing with the virus.
The standard set forth in the proposed policy for an outbreak is three or more people.
Willits’ plan will state that the city investigate cases to see if workplace conditions may be improved, for example.
The plan would also cover such things as recovery and return to work after a COVID-19 illness.
If an employee, for another example, choses to use a respirator, the city provides the equipment.
CITY OF WILLITS: Upon request, the City shall provide any employee who is working indoors or in a vehicle with more than one person a Respirator for the employee's voluntary use. The City will provide such Respirators at no cost to the employee. However, the City will not provide an employee a Respirator if the City determines that the employee's use of such Respirator will itself create a hazard.
The document implies the city will be on a path to create additional plans and conduct further assessments of city workplaces.
CITY OF WILLITS: The City will monitor and review CDPH and DOSH guidance regarding ventilation for indoor workplaces, including, but not limited to, the "Interim Guidance for Ventilation, Filtration, and Air Quality in Indoor Environments."
The City will evaluate whether current indoor ventilation is adequate in order to reduce the risk of transmission of SARS-CoC-2 if a COVID-19 Case enters the workplace. Where such indoor ventilation is not adequate, the City will implement changes as necessary to provide adequate ventilation.
The City will require that employees who use vehicles for work-related purposes maximize the supply of outside air inside the vehicle to the extent feasible, except when doing so would cause a hazard to employees or expose them to inclement weather.
An ordinance allowing the city to divest itself of some right-of-ways like alleyways, for example, will be considered.
If approved, it means that residents could petition the city to transfer a city alleyway to the property owners.
The process would include a $2,500 fee.
The city is saying people have now and again contacted the city who would likely use this new process.

CITY OF WILLITS: The City has received periodic inquiries from the public about the potential to abandon various right-of-ways in the City. These inquiries often occur when there is a right-of-way, such as an alley, that appears to no longer be serving a public purpose. Property owners adjacent to the right-of-way may be interested in the abandonment of the public property, and a transfer of the former right-of-way to the private adjacent properties.
California’s Streets and Highways Code (Division 9, Part 3, Sections 8320 through 8325, inclusive) define the various right-of-way and public service easements that are within a jurisdiction’s power to vacate. However, there has been no established procedure for citizens to request the abandonment of a right-of-way within the City of Willits.
There would be an application process, payment of a $2,500 fee and council approval required before any right-of-ways are handed over to private parties.
